The drivers may not be updated. If you know the computer’s manufacture, you can go to their website or even call them and you should be able to download updated drivers. I had this problem before too and I am pretty sure that is what I did to fix it.

  1. TameBeast says:

Start> My Computer> right-click Manage. Choose Device Manager and Scroll to Universal Serial Bus Controllers. Right-click and uninstall all of them.

    Reboot. Try again.

Do the devices require a USB 2.0 port? Are you using a USB 2.0 cable? This is my guess, because your iPod can probably take the phantom power from the USB port, but if it can’t send the data across fast enough it won’t work.

  3. SailorDumb says:

try disabling the Standard enhancer pci to usb host controller device. If that doesn’t work, enable it again and try the next usb host controller. (right click my computer, click properties, hardware tab, device manager)

usb devices do 2 things, to charge, and to read devices. These are treated as 2 separate things, which is why your ipod can charge, but not read. Other usb devices which require more power to run either have their own power supply elseware, or take up 2 usb slots.

Tame Beast is correct. Going into the Device Manager and uninstalling all the USB devices will clear out the tables that they use to detect devices. On the next reboot, Windows will create new, empty tables, and will again be able to detect USB devices when plugged in.
