Question by Nick: How can I fix the negative interference in my laptop?
Whenever I plug in my speakers and turn the volume past 50%, there is a high pitched noise. When I plug the speakers into my tv, there is no annoying noise. So how can I fix that interference?

Many computer audio cards are really cheap in quality. Also they tend to pick up every little back ground noise your PC is making. Then add the fact your speakers are cheap plastic boxes made in China. They are designed to make noise, not high quality sound.
